Brief description

Project context
At the initiative of the network, the „Expertengremium Digitalisierung in der Lehrerbildung“ (Expert Panel on Digitization in Teacher Education) was established at the beginning of 2018. The panel, in which experts from various teacher training universities in Lower Saxony participated, developed an expert paper proposing measures and activities for digitization in teacher training. A central recommendation of the expert panel to the teacher training universities is the mandatory anchoring of basic competencies in the areas of media education and information technology for all teacher training courses.

Based on the recommendation, the Lower Saxony Association for Teacher Education, in its meeting on 02.11.2018, advocated initiating a development project „Basiskompetenzen Digitalisierung“ (Basic Competencies in Digitization). This was funded by the Lower Saxony Ministry of Science and Culture (MWK). The collaborative project was based at Leibniz Universität Hannover and was supported by the agency of the network.

Project goals
The goal of the 2.5-year collaborative project was to develop materials and instruments for promoting basic competencies in digitization in dialogue with all teacher training universities in Lower Saxony in order to integrate them in the long term - either additively or integratively, depending on the location - into the regular curriculum of all teacher training programs in Lower Saxony.

Project measures
1. Development of a competence catalogue: Which "basic competencies for digitization" should graduates of all teacher training programs in Lower Saxony possess?
2. Target/actual analysis of the locations: Which of the basic competencies developed are already covered in the teacher training curricula of Lower Saxony's teacher training universities and where are their needs?
3. Development of materials and instruments: How can the existing materials and concepts of the universities (best practice) be collected and made available to all collaborative universities? Which materials and instruments still need to be developed on the basis of the needs identified?

Project result and outlook
The collected and developed materials and concepts should be made freely accessible via the OER portal of TIB Hannover, currently they can be found via this link.

The aim is for all teacher training universities in Lower Saxony to have implemented the "Basic Competencies for Digitization" by the beginning of the summer semester 2023. The goal is to implement a coordinated competency concept in the area of education and digitization across Lower Saxony in the long term, taking into account the different starting points for each university. For this reason, the universities are also recommended to develop further offerings for (subject-specific and interdisciplinary) in-depth competencies on the basis of the basic competencies.

In the "Austauschgremium Digitalisierung" (Exchange Committee on Digitization), the universities will exchange information with each other and with other institutions of teacher education in Lower Saxony about the conditions and the status of the implementation of the basic competencies of digitization starting in fall 2021.
